What is the Roadmap for the Integrated Citarum Water Resources Management Investment Program (ICWRMIP)?
The “Roadmap” is a series of activities (long term), scheduled up to 2023, for achieving the Vision and goals to be reached as agreed by the stakeholders within the process of upgrading the integrated water resources management of the Citarum River Area.
The Vision agreed upon is: “The Government and community working together for clean, healthy, and productive catchments and rivers, bringing sustainable benefits to all people of the Citarum River Basin”.
The goals to be achieved are categorized in Seven Key Areas.
In order to meet these goals, the investment program has been set up as a series of interventions grouped according to the main areas identified during the development of the Roadmap: (i) Institutionalizing of and Planning for Integrated Water Resources Management; (ii) Development and Management of Water Resources; (iii) Utilization and Distribution of Water; (iv) Environmental Protection; (v) Management/Mitigation of Floods; (vi) Community Empowerment; (vii) Data, Information and Policy Support.
What is the Integrated Citarum Water Resources Management Program (ICWRMP)?
The Government has prepared a program for the upgrading of the Citarum River known as the Integrated Citarum Water Resources Management Investment Program (ICWRMIP). This program covers the entire Citarum River Channel that passes through 10 Districts and six Cities in West Java. Work will be done in several stages over 15 years with a multi tranche funding facility from Asian Development Bank (ADB). The first stage of the work is the Rehabilitation of the West Tarum Channel.
The investment program for the Integrated Citarum Water Resources Management Investment Program (ICWRMIP)constitutes projects selected from the Roadmap on the basis of the following criteria:
- The importance and urgency of a specific activity,
- The potential to contribute to “Integrated Water Resources Management”.
- The availability of funding from the Government, as well as assistance from donors and other sources.
There are 35 priority components for the Integrated Citarum Water Resources Management Investment Program (ICWRMIP), whose implementation is divided into four or more phases at an estimated cost of $ 921 million.
Phase 1 of the Investment Program (Project 1) is being carried out in the period of 2009-2013 at an estimated cost of US$ 103.4 million, which is being covered by a US$ 50 million loan from ADB, a GEF grant of US$ 3.8 million, a US$ 8 million grant through ADB, parallel payment of US$ 4 million, US$ 33.7 million from the Government of Indonesia, and US$ 3.8 million from those benefiting from the program.
How has the Roadmap for the Citarum Water Resources Management Program been formulated?
The Roadmap for the integrated management of water resources in the Citarum River Area has been formulated on the basis of the principles of participative planning through public consultation with stakeholders (the Government of the Republic of Indonesia, the Public, Non-Governmental Organizations {NGOs} and Businesspeople, as well as the Media).
What are the components of the program to be implemented?
The components of the Project 1 Investment Program paid for by grants are:
- Protection of environment and biodiversity in upper watershed
- Community water and sanitation
- Rehabilitation of West Tarum Canal
- Improved farming methods to conserve water
- Water quality improvement action plan
- Spatial planning
- Upper basin flood management measures
- Design for upgrading Bandung water supply
- Climate change adaptation strategy
What is expected from this program?
The Integrated the Citarum Water Resources Management Program (ICWRMP) is expected to have direct and indirect positive impacts for the policy and management of the river area that can support positive change among the related institutions.
It is expected that by 2023 this program will have mitigated poverty and raised health and living standards in the Citarum River Area. Among the results expected are the improved management of water resources through the provision of infrastructure and facilities, the organization of effective institutions for integrated water resource management in the river area, and improved conditions for development and integrated water resource management in which the Government and the people work together to achieve a mutual vision.
The increased provision of water and the upgrading of the river and catchment areas resulting in cleaner water and a healthier environment are expected to contribute to increasing productivity in the agricultural and industrial sectors, and to a larger water supply for Villages and Cities, as well as improving the overall quality of life for the people living along the river channel.
About the Stakeholders
Who is participating in this program?
The Integrated Citarum Water Resources Management Program (ICWRMP) involves a wide variety of parties who are related both directly and indirectly to this program. The stakeholders are: The Government of the Republic of Indonesia, Non Governmental Organizations (NGOs), the business community, the media and the general public.
Which Government institutions are participating in this program?
Related ministries and departments make up the National Water Resources Steering Committee that coordinates activities at Central/National, Provincial and Regency level through the various departments.
The National Water Resources Steering Committee is the main implementer of this program and works together with and coordinates with all stakeholders. The related ministries and departments are: (a) National Development Planning Agency (Bappenas), (b) Ministry of Public Works, (c) Ministry of Mining and Energy, (d) Ministry of Forestry, (e) Ministry of Agriculture, (f) Ministry of Health, and (g) Ministry of the Environment.
How is this coordinated?
The coordination of planning, management and implementation for the Citarum River program will be done on three levels:
1.The Roadmap will be coordinated by the Roadmap Coordination and Management Unit (RCMU) under the coordination of the National Development Planning Agency (Bappenas) and the National Committee for Water Resources. This joint coordination of planning, coordination and monitoring on the National and Provincial levels will be supported by the formation of the Citarum River Water Council.
2. The investment program will be coordinated by the Department of Public Works (Directorate General of Water Resources) as the implementing institution. This coordination will be done through the formation of the Program Management and Coordinating Unit (PMCU) at Balai Besar, Citarum.
3. Implementation and daily management will be carried out by the Project Implementation Units (PIUs), which have been formed in every implementing institution, and which are under the coordination of the concerned departments.
Both the Roadmap Planning Monitoring and Coordination Unit and the Program Management and Coordinating Unit will support and see to it that all stakeholders are involved and participate in all planning and monitoring programs for the Citarum River.
