Citarum Roadmap


In consultation with various stakeholders in the Citarum Basin, the Government has developed The Integrated Citarum Water Resources Management Investment Program (ICWRMIP), known as the Citarum Roadmap for short. The Roadmap is a strategic plan of priority projects and activities to improve water resources management and restore the environment in the river basin.

Close to 80 interventions have been identified with an estimated cost of approximately $3.5 billion, sequenced over a 15-year time frame. The Citarum Roadmap takes a comprehensive, multi-sector and integrated approach to understanding and solving the complex problems of water and related land resources in the river basin, which covers 9 regencies and 3 cities in West Java Province.

Strategic Framework
The Roadmap strategic framework can be illustrated by a house with the roof representing the vision, supported by pillars which are the key areas, and built on a foundation of stakeholder consultation and scientific information about the river basin. Only through appropriate interventions in each of the key areas can integrated water resource management be implemented, and the Roadmap vision realized.

Stakeholder Participation

Implementation is through coordination and stakeholder consultation, based on a vision of government and communities working together. Communities will determine their priorities and participate in the design and implementation of projects, such as  community-based water and sanitation systems. Increased water availability and cleaner, healthier rivers and catchments will lead to higher productivity in agriculture and industry, and a better quality of life for the inhabitants of the basin.

Coordination

The coordination of planning, management and implementation for the Citarum River program will be done on three levels:

1. The Roadmap will be coordinated by the Roadmap Coordination and Management Unit (RCMU) under the coordination of the National Development Planning Agency (Bappenas) and the National Committee for Water Resources.  This joint coordination of planning, coordination and monitoring on the National and Provincial levels will be supported by the formation of the Citarum River Water Council.

2. The investment program will be coordinated by the Department of Public Works (Directorate General of Water Resources) as the implementing institution. This coordination will be done through the formation of the Program Management and Coordinating Unit (PMCU) at Balai Besar Wilayah Sungai Citarum (BBWSC).

3. Implementation and daily management will be carried out by the Project Implementation Units (PIUs), which have been formed in every implementing institution, and which are under the coordination of the concerned departments.

Both the Roadmap Planning Monitoring and Coordination Unit and the Program Management and Coordinating Unit will support and see to it that all stakeholders are involved and participate in all planning and monitoring programs for the Citarum River.
