Roadmap Components
Program components in the Citarum roadmap and ICWRMIP are as below:
1. Institutions and Planning for IWRM
Development of institutions such as organizations, legislation, policies and other mechanisms to strengthen water resource management and planning.
2. Development and Management of Water Resources
Activities to increase the efficient utilization of water resources – that is, increasing water availability to users, as well as operating and maintaining the infrastructure developed in the process.
3. Water Sharing
It covers the process of establishing and protecting water rights and allocating water among competing uses and users, as well as setting priorities for water entitlement during times of shortage. Such allocations may be among sectors such as irrigation, urban and rural water supply and hydropower, or geographically among upstream and downstream users, and inter-basin transfers.
4. Environmental Protection
Activities to protect the environment and natural resources such as rivers, lakes, wetlands, forests, and rehabilitation of degraded ecosystems (aquatic and terrestrial) in the river basin.
5. Disaster Management
Activities related to management of disasters related to water, such as floods and mud flows. include planning and construction of structural measures to control flood and mud flows, and implementation of disaster preparedness plans.
6. Community Empowerment
Participation of the community in planning and implementation of IWRM activities is an essential foundation of the program. The Roadmap supports community-based programs and specific projects, for example to improve local water supply and sanitation, protect the environment, or conserve water through better farming methods.
7. Data, Information and Policy Support
Accurate and reliable data and information are the basis for water resource management. This covers collection of data about surface and groundwater quantity and quality; soils, geology, land cover, ecosystems, as well as socio-economic data about population, poverty, and land use. Development and implementation of decision support tools, including GIS systems and hydrologic and hydraulic models, , will be an important activity.
8. Program Management
Activities to ensure effective monitoring, evaluation and reporting during project implementation to allow the government and funding agencies to ensure funds are disbursed in accordance with the plans and in a timely way. Another important aspect of program management is developing effective consultation mechanisms and information exchange among the component projects to improve overall performance and minimize wastage of resources.
